Emergency Management & Environmental Safety Director The Emergency
Management & Environmental Safety Director is responsible for: 1)
Planning and directing University disaster response or crisis
management activities, provide disaster preparedness training, and
prepare emergency plans for natural (e.g. floods, tornados,
earthquakes, etc.), wartime, or technological (e.g. nuclear power
plant, hazardous materials spill, etc.) disasters or hostage
situations. 2) compliance with all applicable state and federal
laws, rules, and regulations related to campus emergency and
safety, and 3) ensuring the day-to-day emergency and environmental
safety functions, as well as any new initiatives as assigned by the
university. Specific Duties and Responsibilities Keep informed of
activities or changes that could affect the likelihood of an
emergency, as well as those that could affect response efforts and
details of plan implementation Knowledgeable of the Federal, State
and local laws, guidelines and best practices regarding emergency
management. Responsible for the overall development and
implementation of all emergency preparedness policies, procedures
and guidelines, to include, but not limited to the assessment,
planning, preparation, scheduling, training, testing of readiness,
drillings, evaluating performance, implementing remediation steps
and maintaining all required records relating to emergency
preparedness. Serves as MSSU designated Incident Commander in the
event of emergency situations, as necessary, and ensures a
well-trained and highly functional Incident Command System at MSSU.
Develop and maintain liaisons with municipalities, county
departments, and similar entities to facility plan development,
response effort coordination, and exchanges of personnel and
equipment. Coordinate disaster response or crisis management
activities, such as ordering evacuations, opening public shelters,
and implementing special needs plans and programs. Serves as the
Chairperson of the Emergency Preparedness Committee and the
Automated External Defibrillator Committee. Represents MSSU in all
external emergency management and safety activities and meetings.
Knowledgeable of the Federal, State and local laws, and guidelines
regarding the disposal of hazardous materials. Completes, submits
and files all documentation involving the storage, handling,
tracking, removal, and disposal of chemical, biological and
hazardous materials on campus, according to federal, state or local
laws and guidelines. Maintains files on all emergency and safety
reports, guidelines, Material Safety Data Sheets (MSDS's), etc.
Knowledgeable in the requirements of National Fire Protection
Association (NFPA) Life Safety Codes to ensure that University
facilities (existing facilities and all new construction) meet
compliance standards. Responsible for making routine inspections of
all areas of the campus for possible emergency, fire and safety
violations and providing corrective actions, when necessary.
Responsible for the inspection, maintenance and testing of
emergency plans, fire suppression systems and equipment on campus
to include all fire extinguishers. Works with the University Police
Department to coordinate with local police departments, fire
departments, and emergency management agencies in the development
of the university's emergency management plans. Works with the

that occur off campus for the City, County and State. Develops and
conducts training programs for general safety, emergency response,
fire safety, "Right to Know" and hazardous materials programs for
all MSSU faculty and staff. Assists the emergency and fire
protection services employed by the university in servicing
existing safety, defibrillators and fire protection equipment.
Makes suggestions that would enhance the safety of students and
faculty/staff regarding emergency management, hazardous materials
or fire protection. Provides courteous and considerate assistance
to all students, staff and visitors to the campus. Provides
assistance, as needed, to the University Police, Joplin Police and
the Joplin Fire Department Officers when they are on campus
investigating any type of safety or hazardous materials incident.
Collaborates with the University Information Technology Department,
University Police and Student Affairs on the design, installation
and maintenance of closed-circuit security camera systems on
campus. Other duties may be assigned. Education, Experience, and
Licenses A Bachelor's Degree from accredited university in
Emergency Management, Environmental Health/Safety, or related field
required. Demonstrated knowledge and successful experience,
obtained from a combination of formal education and work/life
experience in Emergency Planning and disaster management to
include, but not limited to: Severe Weather Events, Active Shooter,
Abductions, and Hazard Materials Emergencies and other events
preferred. Prefer Graduates of Fire Fighter 1 and 2. Preferred
previous experience in Fire Science and NFPA/Life Safety Code
compliance required. Minimum of five years of experience in
emergency management, safety, security, fire, law enforcement, or
related field, with experience in a supervisory capacity including
personnel management; Demonstrated knowledge of local, state and
federal laws, rules, codes and currently accepted principles and
practices relevant to emergency management, safety and security
operations in an educational or public facility including OSHA,
NFPA, and FEMA NIMS. Required Certification in NIMS 100, 200, 700 &
800. Required 40-hour HazWoper training or equivalent program. If
not currently certified, certification of successful completion
must be secured within three (3) months of employment. Must have
valid Driver's License and be able to meet the University's
insurance requirements for driving University vehicles. Knowledge,
